The Town of Leesburg Emergency Operations Plan (EOP) serves as the primary guiding document for the coordination of prevention, preparedness, mitigation, response, and recovery activities within the Town of Leesburg.

This plan was last updated and adopted by the Town Council in June 2025.The plan is reviewed annually and readopted every four years in accordance with the Code of Virginia.
