The Town of Leesburg offers a variety of payment options for residents, taxpayers and customers. The table below identifies all payment options available for each type of bill. Clicking on the type of payment will take you to more information about that specific payment method.
FREE PAYMENT OPTIONS: The gold-shaded lines in the table below are the payment options that are FREE to customers. The other options charge a service fee.

- Customer Self Service Portal
Through the Customer Self Service Portal, you can view and pay your real estate taxes, personal property taxes and utility bills. Payments made via the portal are processed through Official Payments (OPAY) and a convenience fee will be charged. You can also view (but not pay) miscellaneous General Billing invoices.
If water service interruption is pending or has occurred, please call the Finance Department at (703) 771-2701 or e-mail firstname.lastname@example.org to advise us of your payment as the payment will not be posted to your account until the next business day. You must provide your confirmation number in order to avoid service interruption or have service restored.
- Official Payments (Parking Tickets Only)
Select this option (click on "Local Payments"), available 24 hours a day, to pay parking tickets by having an amount you designate deducted from your bank account (eCheck - $10,000 limit per transaction) or charged to a credit or debit card and provided to Town of Leesburg. This is a one-time payment using Official Payments, a third party vendor, and a convenience fee is applied.
- Telephone - eCheck, Credit Card or Debit Card (Single Transaction):
This option is available 24 hours a day. If you would like to pay your parking ticket, utility bill or tax bill with your checking account (eCheck - $10,000 limit per transaction) or charged to a credit or debit card, CALL 1-800-272-9829. Jurisdiction code 6203 must be entered. You will be asked for a nine digit account number. If your account number does not have nine digits, please put the required number of zeroes in front of your account number to make nine digits. This is a one-time payment using Official Payments, a third party vendor, and a convenience fee is applied.
If water service interruption is pending or has occurred, please call the Finance Department at (703) 771-2701 or e-mail email@example.com to advise us of your payment as the payment will not be posted to your account until the next business day. You must provide your authorization code in order to avoid service interruption or have service restored.
- Online Banking Through Your Own Financial Institution (Bill Pay):
Town of Leesburg will accept payments made through your financial institution’s online payment service. To ensure proper posting, you must provide the applicable Town of Leesburg account number(s) and/or Customer ID (CID).
Bill Pay payments will not post to your account for at least 24 hours. Because of the time delay, we do not recommend this payment method for your utility bill if your water service already scheduled for disconnection due to nonpayment.
- ACH (Water & Sewer Bills Only):
Select this option if you would like your quarterly utility bill deducted automatically from your checking or savings account. With this service, you still will get your Town of Leesburg statement in the mail as before, but there will be no need to write a check. Your bill will be paid automatically from your checking account at your financial institution. THIS SERVICE IS FREE.
To sign up for this program, click on Automatic Payment Form and print the application. Complete it by hand, being sure to date and sign it, then mail or deliver it to Town Hall. Be sure to include a voided check. The ACH payment will apply to your next quarterly billing and “Bank Payment” will print on your bill remittance as “Total Due Now”.
- Traditional Mail:
If you send your payment and bill stub in the envelope we provide, our lockbox processing center will post your payment to your account on the business day it was received. If you do not include your bill stub, you must provide the applicable Town of Leesburg account number(s) and/or Customer ID (CID) with your payment and affix the proper postage. Please do not mail cash.

You may bring your bill and payment to Town Hall at 25 West Market Street, Leesburg, VA 20176, between the hours of 8:30 a.m. and 5:00 p.m., Monday through Friday. Cash, check, credit card or money order are accepted.
- Drop Boxes:
The Town has two secure night-time depository boxes. One is located in the Town Hall alcove at the corner of West Market and Wirt Streets, which is accessible 24 hours a day. The second is located in the lobby of the Leesburg Police Department at 65 Plaza Street NE, also accessible 24/7. There is an additional drop box in Town Hall, in the first floor hallway by the Finance Department. Please note that payments placed in the drop box after 8:30 a.m. will not be posted to your account until the next business day. The Town Hall opens at 8:30 a.m., Monday through Friday, and if you need payment posted immediately, please come to the finance counter.
