Downtown Awareness Display Policy
The Town of Leesburg supports ceremonial awareness displays on Town property to promote consciousness of public issues, social causes, historical events, and health topics. The Leesburg Town Council has adopted a formal process for considering such requests.

How to Apply
Residents or local organizations who wish to request a Downtown awareness display are required to submit an application at least 60 days in advance. The Town Council will consider requests received and will approve requests receiving a majority support of Council Members.

Types of Awareness Displays
Flag Raising
Display of a flag on the Town Green for up to seven continuous calendar days.
Illumination
Display of colored lights in the façade of Town Hall along the Town Green for up to 30 continuous calendar days.
Ribbon Placement
Placement of ribbons on designated parking signs in Downtown Leesburg for up to 30 continuous calendar days.

Painted Crosswalk Display Policy
The Town of Leesburg supports the painting of crosswalks for artistic purposes or to raise awareness of public issues, social causes, historical events, and health topics. The Leesburg Town Council has adopted a formal process for considering painted crosswalk displays. The policy identifies suitable locations for painted crosswalks but Town Council may consider alternate locations if they meet the criteria in the policy.

How to Submit a Proposal
Proposals must be emailed to paintedcrosswalks@leesburgva.gov at least 120 days in advance of a proposed crosswalk painting installation.
Required Information
The proposal should include the following:
- Name and contact information of the organizer;
- The requested location of the crosswalk;
- The purpose of the painting;
- An image or rendering of the proposed design; and
- The requested dates for the painting to be maintained (up to 120 days).
About the Review Process
Town staff will review the proposal to ensure it complies with the policy and will provide a cost estimate (the organizer is responsible for all costs including materials and staff time for traffic control during installation and removal). If the organizer wishes to proceed, Town Council will consider the request and will approve requests receiving a majority support of Council Members.
Types of Painted Crosswalk Displays
Continental Crosswalks
Continental crosswalks have thick, white, ladder-style bars perpendicular to the direction of pedestrian travel.
Standard Crosswalks
Standard crosswalks have one white line on either side of the pedestrian area.
