What is the Eastern Gateway District?
During the 2012 Town Plan Update, there was general consensus that the Land Use designations for the East Market Street area need to be refreshed to address dated campus-style office strategies and reflect current trends in employment land uses. Additional direction is also needed regarding sustainable mixed-use development; including housing needs and related uses for this corridor. The intent of the Eastern Gateway District Small Area Plan is to develop policies that better reflect today's dynamic economy, building upon existing employment opportunities that execute a "vision" for the corridor and can help guide future development.

Can you explain the process?
Preliminary efforts for the Small Area Plan began in 2014 when the Town kicked off the Envision East Market project. Town of Leesburg staff collaborated with the Loudoun County Design Cabinet to begin the visioning process. The design charrette was held on May 16, 2014 at the Ida Lee Recreation Center. Attendees included Town of Leesburg staff, Design Cabinet members, and elected, appointed officials. The charrette participants were broken into three groups to develop different visions. A copy of the charrette report can be found here. Town staff also met with a number of stakeholders during 2016.
Many members of the public also shared their ideas for the corridor through the Town's Leesburg Listens citizen engagement software. Based on early project feedback, the project timing, scope, and purpose was adjusted to best achieve the community goals. A new round of public engagement and stakeholder input sessions began earlier this year and input provided has helped to develop a refined vision for the study area.
