Town of Leesburg has partnered with Official Payments Corporation (OPAY) to facilitate automated payments online for real estate taxes, personal property taxes, utility bills and parking tickets. Official Payments, Inc is the same company used by many other government entities around the state of Virginia and the rest of the country.
Payments made via the Town's Customer Self Service Portal and by telephone are processed by OPAY. You can make payments using an eCheck, credit card (Visa, MasterCard or Discover) or debit card. The convenience fees vary depending on the payment method and type of bill:
- For real estate and personal property tax bills, OPAY assesses a service fee of 2.85% of the total transaction amount, with a minimum fee of $3.95, each time the service is used.
- For all utility bill payments, OPAY assesses a flat rate fee of $3.95 per transaction.
- There is a flat rate of $3.95 per transaction for eCheck payments up to a $10,000 limit.
- For parking tickets, OPAY assesses a flat rate fee of $2.95 per transaction.
The Town of Leesburg receives no money from these service fees. Unlike a private, for-profit business, the Town Government cannot absorb the fees associated with credit card processing as cost of doing business or increase fees to all users to cover these costs. Credit card company fees are usually absorbed by the business and are factored in to the price of good or service. Federal law prohibits charging two sets of prices or charging credit card users more for goods and services.
Town of Leesburg chose not to have taxpayers who use cash subsidize those who use credit.
We will continue to provide Town of Leesburg customers with other options to make payments without any fees. Paying a service fee is a choice made only by those who choose to use the services of the Official Payments Corporation.
