Americans with Disabilities Act (ADA)

The Town of Leesburg prohibits discrimination against individuals with disabilities in its services, programs, accessibility and activities. We support the Americans with Disabilities Act (ADA) and attempt to provide access to our services and programs. Upon request, reasonable accommodations will be made, if accommodations do not fundamentally alter the nature of the program or service or impose an undue financial burden.

ADA Self-Evaluation and Transition Plan

Under Title II of the ADA, the Town is required to complete a self-evaluation of the Town's public facilities, programs, and activities to determine compliance with the ADA and any barriers to accessibility. The Town hired Disability Access Consultants (DAC) to assist with the self-evaluation and transition plan process. In 2019, DAC conducted a comprehensive review of the Town's programs and facilities. The executive summary of their findings is now available:

ADA/504 Coordinator

Title II of the ADA requires all state or local government entities with 50 or more employees to appoint a responsible person to coordinate the administrative requirements of ADA compliance and to respond to complaints filed by the public. ADA Compliance Committee

In addition to the designated ADA/504 Coordinator, the Town of Leesburg has an interdepartmental ADA Compliance Committee. The Committee members are the designated ADA Liaisons for key governmental functions of the Town. The Town’s ADA Compliance Committee Liaisons, listed below. are subject matter experts for their field of employment. As representatives for their assigned department, they are advocates for compliance to the ADA Standards.

File an ADA Grievance

If you feel that you or someone else has been discriminated against while accessing Town of Leesburg services or facilities, please contact us in writing. The ADA Grievance form is in a fillable .pdf format. Once completed, save the form and email to the ADA Coordinator at ada@leesburgva.gov. The form may be printed and mailed to the ADA Coordinator at the above address.

The grievance form must be submitted within 60 days of the alleged discrimination incident.

The information requested on this form must be filled in completely to help us process your complaint. If you need assistance completing this form or if you have questions regarding your rights and protections under this complaint procedure, please contact the ADA Coordinator listed above.

If you wish to file an ADA complaint regarding a facility that is more than one year old, complaints should be filed with the United States Department of Justice.


Request a Reasonable Accommodation

Our customers can request accommodations by several means:

  1. Directly contact the department with which you are doing business.
  2. Submit an online ADA Accommodation Request.
  3. Download an ADA Accommodation Request form to submit the form by email to ada@leesburgva.govor mail it to Leesburg Town Hall, 25 West Market Street, Leesburg, Virginia 20176.
  4. Send an email to ada@leesburgva.govto ontact the Town’s ADA Coordinator or call 703-771-2700.

Public Meetings

Town Council Meetings

Qualified individuals with a disability who require a reasonable accommodation to attend and/or participate in a Town Council meeting or work session should contact the Clerk of Council (clerk@leesburgva.gov or 703-771-2733) to request the accommodation. Three days advance notice is requested. Assistive listening devices are available in the Council Chamber.

Board, Commission, and Committee Meetings

To request an accommodation to attend and/or participate in a Town of Leesburg board, commission, or committee meeting, go to the Public Meetings Calendar, select the appropriate meeting, and contact the staff member or liaison provided. Many boards and commission meetings are now held via Webex. Three days advance notice is requested.

Loudoun County Disability Services Board

The Disability Services Board (DSB), an at-large advisory body appointed by the Loudoun County Board of Supervisors, serves as a resource to the Board of Supervisors by identifying and advising on issues of importance to people with physical and sensory disabilities, their families and caregivers. Its members work with county staff, community partners and businesses to strive to make Loudoun County an accessible and inclusive community for all people.
