About the Town of Leesburg Government

The Town of Leesburg (Town) is an incorporated town within Loudoun County. It has its own local government, which operates under a Council-Manager form of government. In this system, the Town Council serves as the legislative body, setting policies, passing ordinances, and determining the overall vision for the Town.

The Council appoints a Town Manager, who functions as the chief administrative officer responsible for implementing the Council’s policies, overseeing day-to-day operations, and managing the Town’s departments and staff. The division of Council and Town Manager ensures that elected officials focus on policymaking while the professional manager handles administrative tasks.

In addition to the Town Manager, there are a number of other departments that help the Town function efficiently and run smoothly, ensuring that services and programs meet the needs of the community. From police to parks and recreation, each department plays a crucial role in our community’s success.

In addition to the elected Town Council, the Town of Leesburg has 14 Boards and Commissions consisting of appointed members of the public. Most of these boards and commissions are advisory bodies to the Town Council. The Planning Commission, the Board of Zoning Appeals and the Board of Architectural Review have adjudicatory power over the land use cases that come before them. Residents interested in serving on a board or commission are encouraged to submit a letter of interest to the Clerk of Council.
