The Town of Leesburg produces an organic soil amendment product known as Tuscarora Landscapers Choice (TLC). TLC is produced at the Town’s biosolids processing facility as part of the Water Pollution Control Division’s wastewater treatment program.

The Town’s utilities processes are conducted in strict compliance with all applicable Environmental Protection Agency (EPA) and Virginia Department of Environmental Quality (DEQ) standards and permit requirements. The Virginia General Assembly has passed regulations for concentrations of PFAS and PFOA in dried biosolids that will become effective on 7/1/27. Leesburg has commenced testing of its dried biosolid product, TLC. The results of that testing show that the measured concentrations are well below the limits set forth in the regulations. The Town will continue to test the biosolids monthly to ensure we stay in compliance with the applicable standard.
