The Town of Leesburg produces an organic soil amendment product known as Tuscarora Landscapers Choice (TLC). TLC is produced at the Town’s biosolids processing facility as part of the Water Pollution Control Division’s wastewater treatment program.

The Town’s utilities processes are conducted in strict compliance with all applicable Environmental Protection Agency (EPA) and Virginia Department of Environmental Quality (DEQ) standards and permit requirements.  We are unaware of any standards that apply with respect to PFAS in any byproduct of the sewage treatment system or any restrictions on reuse of the byproduct as soil enrichment or fertilizer.  Should such standards be put in place, the Town will comply with them.
