Payment of Water and Sewer Bills
Where do I pay my water bill?
You can pay your Leesburg water bill by mail, in person or online. Mail or drop off your payment at: 25 West Market Street, Leesburg VA 20176. Or pay your bill online by using the Customer Self-Service Payment Portal.
What payment options are available?
Online Banking (Bill Pay) — Schedule payments through your bank or credit union's online bill pay service.
In‑Person Payments — Pay by cash, check, or card at Town Hall, 25 W Market St.
Drop Box- Drop your payment at Town Hall 24 hours a day.
Mail — Send a check or money order to our remittance address, PO Box 9000, Leesburg, VA 20177.
Online Payments — Pay now or schedule AutoPay through the Town's third party vendor, Paymentus (fees applies per transaction).
Yes, you can schedule AutoPay with our third party vendor, Paymentus. You are able to pay bill amount on the due date or select other frequency (weekly, bi-weekly or monthly). Note there is a $3.95 fee per scheduled transaction.
You will need to create an online account and schedule AutoPay which is a way to ensure your quarterly payment is always on time. Enroll in AutoPay at www.leesburgva.gov/paybills.
How do I set up Bill Pay through my bank or credit union?
Customers can log on directly through their bank or credit union's online banking system. Identify the Town of Leesburg Utilities as the payee and ensure the payment includes your Account number and Customer ID (CID).
The Town's address for the payment is PO Box 9000, Leesburg, VA 20177.
How long does it take for my Bill Pay payment to arrive?
Most banks display the delivery method (electronic payment or paper check) when you schedule a payment:
Paper checks may take up to 7-10 business days to arrive.
Electronic payments may take up 1-3 business days to arrive.
What is Paymentus?
Paymentus is our secure third‑party payment processor that allows customers to make payments using credit/debit cards or e‑checks. Paymentus charges a $3.95 processing fee per transaction for these services.
What is Paymentus's "Make One Time Payment"?
Make One Time Payment (Pay Now) means you choose to make a payment immediately through Paymentus. This option is ideal if you want your payment to post right away.
Why does Paymentus charge a fee?
Paymentus charges a $3.95 processing fee for processing credit/debit card and e‑check payments. This fee is not retained by the Town.
Why is the legacy ACH being phased out?
Due to updated National Automated Clearing House Association (NACHA) compliance standards, our current ACH Automatic Payment method is being phased out.
Customers using legacy ACH were sent a letter outlining the change, deadlines, and transition steps.
Legacy ACH processing will be phased out by billing district. Additional communication will be sent to ensure impacted customers are aware and switch to another payment option to avoid late payment penalty or service interruption.
