As part of the voluntary settlement agreement between the Town of Leesburg and the County of Loudoun for the annexation of Compass Creek, the County will make an annual payment to the Town in the amount of $2 million. In exchange, the Town will charge out of town water and sewer customers the in town rate. The annual payment from the County is intended to cover the reduction in revenue for the change in rates.

All out of town customers will pay in town rates pursuant to an agreement between the Loudoun County Board of Supervisors and Leesburg Town Council. This rate reduction shall remain in effect as long as the terms of the agreement are met by both parties.

Effective July 1, 2025, out of town accounts were charged in town rates. Billing cycles for out of town accounts will be as follows:
