This payment option is free and there are no service fees.

How Does it Work?

  • Sign in to the website of your bank or credit union.
  • Add the “Town of Leesburg, VA – Utilities” as the payee.
  • Enter your Account number and Customer ID from your bill.
  • Enter your payment address.
  • Enter 20177-0900 for the zip code.
  • Schedule your payment.

Delivery Time for Payments

Payments will not post to your account for at least 24 hours.

Most banks or credit unions display the delivery method when you schedule a payment:

  • Paper checks may take up to 7-10 business days to arrive.
  • Electronic payments may take up 1-3 business days to arrive.

Because of the time delay, we do not recommended this payment option for accounts scheduled for water disconnection.


In Person

Pay your bill in person at the Leesburg Town Hall.

How Does it Work?

  • Bring your bill or account number when making a payment.
  • Cash, check, credit card or money order are accepted.

The Leesburg Town hall is open Monday to Friday from 8:30am to 5:00pm.

Mail

Pay your bill by mailing a check or money order.

How Does it Work?

  • Write your Customer ID and Account number on your check.
  • Include the bottom stub of your bill in the enclosed envelope.
  • Do not mail cash.

Leesburg Town Hall

The address is 25 West Market Street, Leesburg, VA 20176.

There are two drop box locations:

  1. A secure night-time drop box in Town Hall, located in the alcove at the corner of West Market and Wirt Streets. The drop box is accessible 24 hours a day.

  2. A secure drop box in Town Hall, in the first floor hallway by the Finance Department. Payments placed in the drop box before 5pm on weekdays will be posted to your account the same day.

This payment option has a $3.95 service fee per transaction.

How Does it Work?

  • You must have your Account number and Customer ID.
  • Credit card, debit card, e-check, PayPal and Venmo are accepted.

AutoPay (ACH)

You can pay your bill with AutoPay to ensure your quarterly water bill is always on time. You must register for an account.

One-time payments have the following threshold limits:

Unpaid Bills

Late Payments

Bills are considered delinquent or late if payment is not received by the 30th day the bill was rendered. If an account remains unpaid after this date, a 10% late fee will be assessed. Failure to receive a bill does not exempt the customer from payment of late fees. A reminder notice with the assessed penalty, will be mailed to customers and due within 15 days to avoid disconnection.

Disconnection of Delinquent Accounts

Unpaid accounts will be assessed a delinquent account processing fee. A door hanger be delivered to the service address. Any accounts that remain unpaid, will be disconnected on the date listed on the door hanger.

Re-connection of Service

Once a customer has been disconnected for non-payment, the entire past due balance and all fees must be paid before service is restored. If the security deposit was already refunded, re-connection of service will require a new security deposit which will be refunded again after three years of good payment record or upon closing the account. If payment is made before 4:00 p.m. on the disconnection date, we will make every attempt to reconnect service on that day. Important: it may take up to one full business day to restore service.

Collections

The Town of Leesburg has enlisted the services of an outside collections agency to collect 2021 and prior years delinquent utility bills. The collection agency, Nationwide Credit Corporation (NCC), is located at 5503 Cherokee Avenue, Suite 100, Alexandria, VA, 22312. Please be aware that NCC does make cold calls to Town of Leesburg former customers that have delinquent bills outstanding. Former customers should contact NCC directly at 844-862-7251 to have an NCC representative review the details of outstanding bills or to make a payment by phone. Payments can also be made online at the NCC website.
