As the account holder, an authorized user is someone you permit to access your Town of Leesburg Water Service Account. Depending on the level of access granted, they may be able to view or manage certain aspects of your account. You can choose to add someone as a View-Only or Billing-Responsible user. The account holder must submit this request

Types of Authorized Users

  • View-Only User: The individual can discuss billing, water usage, and payment information. This user cannot make changes to the account.
  • Billing-Responsible User*: Can discuss billing details, stop service, set up payment plans, and make changes to the account. This user is financially responsible and must agree to this in writing.

*Please note: Billing-Responsible users may have their name added to the bill and are jointly responsible for the charges on the account.

Requirements for Billing-Responsible User Request

  • You must provide a valid email address for the individual you are requesting to add to the account.
  • After the form is submitted and approved, an agreement will be emailed directly to that individual. They must review and digitally sign the agreement for the request to be finalized and their access granted.

Processing Time

After you submit the form, Utility Billing staff will review it. Please allow up to two business days for processing. Once your request has been completed, you will receive a confirmation email.

If you add a Billing-Responsible User, they will receive a separate email with an agreement they must review and complete before the authorization can be finalized.
