Major David Smith
Since joining the Leesburg Police Department in 2019, Captain Smith has overseen the Field Operations Bureau, the department’s largest division. He has played a central role in major operational reforms, led the implementation of the Town’s speed camera program, and worked closely with Town leadership to develop strategies for noise ordinance enforcement and data-driven patrol deployment.
Prior to joining LPD, Captain Smith retired from the Fairfax County Police Department after 26 years of service. His previous leadership assignments included the Major Crimes Bureau, Internal Affairs, and the Cyber & Forensics Bureau. He holds a bachelor’s degree in justice studies from Frostburg State University and is a graduate of the Professional Executive Leadership School, the Institute for Leadership in Changing Times, and the IACP Leadership in Police Organizations program.
