School Zone Speed Safety Program

On August 21, 2025, the Leesburg Police Department launched a new state-authorized school zone speed safety program aimed at improving safety for students, pedestrians, and motorists. The cameras detect and capture images and video of vehicles exceeding the posted speed limit by 10-mph or more, during designated school hours. During the initial 30-day warning period, violators received a warning by mail; beginning September 22, 2025, a $100 fine will be issued.

Designated school hours are the specific times when school zone speed limits are active, as indicated by flashing school zone signs. In accordance with Virginia law, these periods occur only when the warning flashers are operating to signal the arrival or dismissal of students.

Designated school hours refer to the specific times when school zone speed limits are reduced to 25 miles per hour or less to accommodate the safe arrival and dismissal of students. These times vary slightly by location but generally occur during weekday mornings before school begins and, in the afternoons, when school dismisses, as indicated by flashing school zone signs or posted hours.

Camera locations were selected through a data-driven process that analyzed vehicle speeds, traffic volume, and pedestrian activity. The chosen sites reflect a deliberate effort to represent different areas across town, with emphasis on locations experiencing high traffic volumes, persistent speeding, and significant pedestrian movement, not limited to school crossings alone.

The enforcement locations include:

  • Balls Bluff Elementary (Battlefield Parkway NE)
  • John W. Tolbert Jr. Elementary / Harper Park Middle School (Potomac Station Drive NE)
  • Loudoun County High School (Dry Mill Road SW and Catoctin Circle SW)

Captured images will be securely transmitted and reviewed by a Leesburg Police Officer to verify each violation before a notice is issued.

Frequently Asked Questions (FAQs)

Who do I speak to at the Leesburg Police Department with questions about my citation?

Please contact the Traffic Management Unit at 571-560-1085 or PoliceTraffic@Leesburgva.gov.

What is the Town of Leesburg School Zone Speed Program?

The Leesburg Police Department is working toward improving the community's safety by employing state-of-the-art digital cameras and violation detection systems to decrease traffic control regulations violations and reduce collisions. Speed cameras consistently lessen reckless speeding and reduce pedestrian-related accidents. Municipalities using these systems consistently report safer roads with fewer collisions.

How do the school zone speed safety cameras work?

The photo speed monitoring systems are set up with sophisticated radar equipment that monitors vehicle speeds as traffic approaches and passes the equipment. When a vehicle exceeds the threshold limit, a photograph is taken of the vehicle. A second photograph is taken as the vehicle passes the detection zone to record the vehicle's license plate. The infraction's date, time, speed, and location is recorded on the digital image. The Leesburg Police Department reviews each suspected violation before a summons is issued. The summons will contain images of the vehicle and a close-up of the license plate.

Will the cameras take a picture of the driver of the vehicle?

No images of the driver will be captured. It is a civil citation holding the registered owner or lessee responsible for the violation (similar to a parking ticket). There is no need to identify the driver and, therefore, no need to capture the image of the driver.

What is the fine amount for a school zone speeding violation? Are there any fees for late payments?

The civil monetary penalty amount for a speed violation is $100. There are no late fees applied. If you choose to request a court date, there is a $66.00 court cost that the Commonwealth of Virginia mandates. Any summons referred to a collection agency will have additional penalties and collection fees applied to the balance.

Will points be assessed on my driving record, or will my insurance rate be affected?

No, this summons is not considered a "moving violation". It is a civil citation holding the registered owner or lessee responsible for the violation (similar to a parking ticket). No points can be assessed for this violation, which will not raise your insurance rates.
