The Leesburg Police Department is seeing a noticeable increase in the use of bicycles, e-bikes, dirt bikes, and motorized scooters throughout the community. While these devices can provide fun, convenient, and eco-friendly transportation, they also carry significant risks when operated unsafely or in violation of Virginia law.

E-bikes, mopeds, and electric/gas motorcycles may look similar, but they have different speeds, power levels, and legal requirements. Some require helmets, a driver’s license, or registration—especially electric or gas powered motorcycles. 

A Message to Parents
Before purchasing a bicycle, e-bike, dirt bike, or motorized scooter for your child, it’s important to understand the potential risks and the rules in Virginia. These devices can be fun and convenient, but they can also cause serious injuries if used improperly.

• Know the laws – Helmets are required for riders under 15 and for all Class 3 e-bike riders and passengers. Dirt bikes and off-road vehicles are not legal on public roads, sidewalks, or trails. E-bikes must meet specific class and speed requirements.  
• Understand the risks – Higher speeds, small wheels, and unstable designs increase the likelihood of accidents. Off-road vehicles on streets or sidewalks are especially dangerous.  
• Teach safety habits – Always wear a helmet, signal turns, obey traffic laws, and ride in a predictable and controlled manner. 
• Supervise young riders – Children may lack the skills or judgment to safely handle motorized or high-speed devices.
