The Investigations & Operational Support Bureau oversees specialized units including Criminal Investigations, School Resource Officers, Traffic Management, K-9, Special Enforcement, and the Emergency Communications Center. These units handle complex investigations, school safety, traffic enforcement, targeted crime operations, and 24/7 emergency communications and dispatch.

The Criminal Investigations Division (CID) is responsible for investigating serious and complex crimes, including homicides, assaults, burglaries, fraud, organized retail theft, and technology-based offenses. Detectives utilize advanced investigative techniques, forensic analysis, and intelligence-driven methods to identify offenders, support victims, and bring cases to resolution.

CID also oversees the School Resource Officer (SRO) program in Leesburg’s public schools. SROs provide on-campus security, respond to incidents, and serve as a direct link between the department, school administrators, students, and families. In addition to their enforcement role, SROs participate in safety training, classroom presentations, and mentoring programs, working closely with educators and counselors to promote student well-being and strengthen positive relationships between youth and law enforcement.

Special Operations Division

The Special Operations Division supports public safety through specialized units that address targeted operational needs and coordinate law enforcement presence at large events, parades, festivals, and other community gatherings.

The K-9 Unit assists with drug detection, tracking, and search operations, pairing trained handlers with canine partners to enhance investigative and public safety capabilities. The Special Enforcement Team addresses specific crime trends, including organized retail theft and other high-priority public safety concerns, through focused enforcement and proactive operations.

The Traffic Management Unit is responsible for roadway safety through traffic enforcement, crash investigations, and DUI checkpoints, with an emphasis on reducing collisions and preventing dangerous driving behaviors.

The division also includes the Civil Disturbance Unit (CDU), Emergency Response Team (ERT), and Emergency Response Negotiations Team. These specialized teams are not full-time assignments but are activated as needed. Members maintain their regular duties while receiving advanced training to respond effectively to high-risk and critical incidents.

The Emergency Communications Center (ECC) of the Leesburg Police Department is a critical component of the department's operations, staffed 24 hours a day, 7 days a week. The ECC serves as the central hub for receiving and dispatching emergency and non-emergency calls, ensuring timely and efficient communication between the public and first responders. Trained dispatchers in the center manage a variety of calls, coordinate responses, and deploy the necessary resources. By being staffed around the clock, the ECC ensures that every call for help is addressed promptly, supporting the department’s mission to provide immediate assistance and maintain public safety in Leesburg.
