Welcome to the Department of Planning and Zoning’s News Center. Committed to providing excellent community service, the primary purpose of the department is to guide future growth and quality of life in the Town of Leesburg. This is accomplished by enhancing Leesburg’s special character, anticipating changing community needs, and facilitating the development of policies to ensure stewardship of the Town’s natural and built environments. Planning and Zoning staff is responsible for providing administrative and technical service to the public, as well as strategic support to the governing bodies that make decisions about Leesburg’s land use.

On March 10, 2020 the Leesburg Town Council approved an amendment to the Town Plan establishing the Eastern Gateway District.  This planning area is located at the along Route 7 (East Market Street) between the Route 7/15 Bypass and the eastern boundary of the Town.  While drafting the small area plan, staff gathered input from the Leesburg community and key stakeholders during multiple outreach events. The adopted plan incorporates the goals and priorities shared during these outreach efforts and establishing clear guidance for the development and redevelopment of property in this area of Town while prioritizing employment, transportation and quality of life improvements.  The adopted Eastern Gateway District Small Area Plan can be found within the Leesburg Town Plan as Chapter 12.

The Town of Leesburg is undergoing a review of our comprehensive plan, commonly referred to as the "Town Plan". The Town Plan is used by the Town Council, other legislative bodies, staff, citizens, and property owners to guide future development in the Town. Virginia Village Mixed Use - Building A proposed sketchVirginia Village Rezoning TLZM-2019-0001

Keane Enterprises has filled an application to rezone the 18.48 acre Virginia Village Shopping Center property located at the corner of South King Street and Catoctin Circle SE to allow for the construction of a mixed use development.  The proposal for this development includes up to 70,000 square feet of ground floor retail, 105,000 square feet of office uses, 490 multi-tenant family residential units, 68 condominium units, 47 single family (townhouse) dwelling units, and 42 single family attached (two-over-two) dwelling units.
