The Leesburg Town Council Approved Updates to the Crescent District Master Plan on January 14, 2025 

In the fall of 2022, the Leesburg Town Council initiated an update of the Crescent District Master Plan to reevaluate land uses, building heights, architecture, opportunity sites, and housing goals.

Since 2006, the vision for the Crescent District has contemplated a vibrant mix of uses that incorporate new amenities and places to visit for Town residents. This effort to update the Master Plan provided an opportunity to refine that vision in the context of today's market conditions and community preferences.

The revised Master Plan was adopted by the Town Council on January 14, 2025 and supersedes the previous version of the Plan adopted in 2006. The Master Plan provides specific policies and land use guidance for implementing the Town's vision in the Crescent Planning Area.

Separate from the Master Plan is the Crescent District Zoning which provides the regulatory framework for implementing the Master Plan. The Leesburg Zoning Ordinances is currently undergoing a comprehensive rewrite and will also be updated to reflect the revised Master Plan policy. Current zoning districts are found in Article 7 of the Leesburg Zoning Ordinance.
