Zoning Ordinance Rewrite
The Town has engaged Kendig Keast Collaborative as consultants for a comprehensive rewrite of the Zoning Ordinance. Main goals of the rewrite include:
- Facilitating implementation of the Legacy Leesburg Town Plan, adopted by the Town Council in March 2022;
- Compliance with modern zoning practices;
- Codification as part of the Town Code;
- Streamlined land development processes; and
- A user-friendly, interactive online zoning platform.
The last comprehensive update of the Zoning Ordinance was adopted in February 2003.
The rewrite project began in June 2023 and is expected to be completed in 2026.
Throughout the process, there will be numerous opportunities for public input and feedback. Public meetings, work sessions, and open houses dedicated to the Zoning Ordinance Rewrite will be posted below, as well as on the main public meetings calendar on the Town website, in the lobby of Town Hall, and on the Town's social media sites.
As of Summer 2025, the Planning Commission has completed its first pass of the draft Zoning Ordinance Rewrite that was published in March of 2025. The Planning Commission will next revisit topics identified for a deeper discussion (their "deep dive list"), which will include:
- Minor special exceptions;
- Use categories and standards;
- Home occupation requirements;
- Review of Zoning Districts (including the Crescent District);
- Public utilities and telecommunications;
- Test cases for certain districts;
- Hospitality and short-term residential rentals;
- Rezoning and concept plan applications and amendments;
- Parking;
- Tree preservation;
- Attainable housing; and
- Signs.
