Water Supply and Wastewater SCADA Systems Replacement

Project Description: The Supervisory Control and Data Acquisition (SCADA) of the Town's water supply and wastewater systems were originally designed and installed in 2002. SCADA systems provide means to control all plant and system processes. The project includes a detailed analysis of the existing system, framework development and implementation that ensures a successful conversion to the new resilient system. The project provides greater security and efficiency of the utility treatment plants' process control network.
Project Updates: As of March 2026 , the procurement procurement for both the SCADA software and the systems integrator has been successfully completed. Task Order No.1 is complete, which included accessing the existing systems, gathering operational and technical requirements and developing the implementation roadmap. Task Order No.2 was awarded by Town Council in December 2025 and includes detailed network and system architecture design, development of SCADA standards and reusable VTScada objects, creation of stimulation environments for both divisions, and preliminary testing of SCADA components. Additional tasks will follow to implement and deploy the new SCADA system at both the water treatment and water pollution control facilities.
