Project Description: The Department of Utilities Repair, Replacement and Rehabilitation (3-R) Program is a capital renewal program for water and wastewater facilities and assets. The program addresses the needs of the expanding and aging utility systems including vehicles, construction equipment, facilities, treatment plant pumps, piping and process components. While performing routine and preventative maintenance activities, assets are evaluated including condition assessment to determine the useful life and potential repair, replacement or rehabilitation.
