Royal Street Improvements - Church Street to Liberty Street project information from Fiscal Year 2026 Budget (Project No. 23301)

Project Description:  This project will improve approximately 1,000 linear feet of Royal Street between Church Street SE and Liberty Street SW. The improvements will make the area more walkable, fix drainage problems, improve aesthetics of the area, and will review the potential of putting the utilities underground.    Improvements will include replaced curb and gutter, brick sidewalks, storm drainage, and road improvements.  This project will improve sustainability in the Town by improving bicycle and pedestrian infrastructure.

Project Updates:  As of December 5, 2025 - There is no funding for this project until Fiscal Year 2028. Design is pending results of a downtown one-way streets traffic study. 

At its September 9, 2025, meeting, the Town Council approved authorization to apply for additional revenue sharing grant money. The revenue sharing is a collaborative effort between the Town of Leesburg and the Virginia Department of Transportation (VDOT).
