Project Description:  The project consists of constructing missing segments of sidewalk along the west side of Morven Park Road to provide continuous pedestrian access between West Market Street and Old Waterford Road. The project will improve drainage and provide a uniform roadway section by completing the curb and gutter on both sides of the street and extending the storm drain system. The waterline has been replaced between West Market Street and Old Waterford Road, as well as on Old Waterford Road, at the request of the Utilities Department.

The project was initiated approximately 15 years ago in response to resident concerns about pedestrian safety. Since that time, there has been significant public input into the extent of the improvements, including neighborhood meetings in 2008, 2014 and 2021. Questionnaires were sent to residents in 2008 and 2013. Input from the public was used in the decision-making process to determine the sidewalk location, the need for curb and gutter, and availability of on-street parking. Project Updates:  As of April  30, 2026 - A ribbon cutting ceremony is scheduled to celebrate the substantial completion of this project.  The event will be held at the northwest corner of Ayrlee Avenue and Morven Park Road on Wednesday, May 20, 2026, at 5:30 p.m.  If you plan on driving to this event, please park along Dodd Drive NW.

The contractor will return at a later date to install the handrail at the intersection of Old Waterford Road and Morven Park Road.  This installation was delayed due to material availability.  

One of the items included on the approved plans for the project was installation of a double yellow centerline. However, numerous residents along Morven Park Road have requested that it not be installed. After a review of the as-built roads and striping standards the Town supports not installing the double yellow pavement markings at this time. 

Why the Change? Current traffic volumes do not require a double yellow centerline by regulation; however, safety remains a priority. To ensure conditions remain safe, the Town will continue to monitor traffic and conduct a speed study three months after project completion. Based on the results, the Town will determine if additional measures such as pavement markings are needed. 

Additional Safety Enhancements: While the centerline will not be installed now, the Town is implementing several improvements beyond the original plans, including: 

  • High-visibility crosswalk markings and signage at the Morven Park Road and Ayrlee Avenue intersection
  • Rectangular Rapid Flashing Beacons (RRFBs) for the crosswalk at the intersection of Old Waterford Road and Morven Park Road
