Church Street Sidewalk - Missing Link project information from Fiscal Year 2027 Budget (Project No. 27302)

Project Description: This project provides for the installation of approximately 110 feet of 5-foot-wide sidewalk to complete a missing portion of sidewalk on the west side of Church Street between the Church and Market mixed use development and East Market Street. It includes one utility pole relocation and installation of a retaining wall with stone facade as well as six streetlights (added to the project in FY 2026). Two streetlights will be placed on Church Street along the new sidewalk; one at the corner of Church Street/East Market Street, and three on East Market Street between King Street and Church Street, along with a power supply. This project will improve sustainability in the Town by reducing power consumption through the switch to LED streetlights, reducing light and glare by using full cutoff streetlights, and improving bicycle and pedestrian connectivity through improved ADA compliance for the curb ramps and connecting sidewalks.

Project Updates:   As of July 14, 2026 - There is no funding for this project until Fiscal Year 2029.   

In September 2025 the Town Council provided authorization to apply for additional revenue sharing grant money.  The revenue sharing is a collaborative effort between the Town of Leesburg and the Virginia Department of Transportation (VDOT).   The revenue sharing application is processing.
