Project Description: Development of conceptual design plans for the addition of pedestrian-scale lights along the Washington & Old Dominion (W&OD) Trail from Catoctin Circle SE at the car wash to Catoctin Circle SW at Loudoun County High School. The project will include the extension of W&OD Trail operations from sunset to until 9pm or 10pm at night, thus legitimizing a route along the trail after sunset for bicycles and pedestrians to travel within, and immediately surrounding, the downtown area.

Project Updates: As of June 12, 2026 – The Town of Leesburg would like to thank everyone who participated in the survey on light temperature preferences following the lighting demonstration installed in Raflo Park. After reviewing the results, Light B (2,700K bulb) received the most votes as the preferred light temperature.
We appreciate the time and input from all who took part in the voting process.
Once Town staff confirms the next steps for this project, the information will be posted to this webpage.
With the recent adoption of the Six-Year Capital Improvements Program, the trail lighting project has been divided into two phases. Phase One will run from Catoctin Circle SE to South King Street. Phase Two will move forward at a later date following additional investigation and public outreach. The project was originally planned to extend from Catoctin Circle SE (near the car wash) to Catoctin Circle SW (near Loudoun County High School).
