Project Description: This project will install 12' tall downward- facing pendant lights on mast arms along the Washington & Old Dominion (W&OD) Trail from Catoctin Circle SE at the car wash to South King Street. It will provide a safe route for pedestrian travel in the dark while connecting residential areas to downtown. It will minimize environmental impacts through adherence to Dark Sky standards by facing the light down onto the trail, thus minimizing light trespass outside the path and minimizing glare to the surrounding area. The project will support sustainability goals by opening additional safe and comfortable routes for pedestrians and bicyclists to travel to and around downtown. Phase II of this project is currently listed in the "Priority Future Projects" section of the CIP and it will continue the improvements from South King Street to Catoctin Circle SW near Loudoun County High School.

Project Updates: As of August 17, 2026 – Phase I design is expected to begin in the fall of 2026.
With the recent adoption of the Six-Year Capital Improvements Program, the trail lighting project has been divided into two phases. Phase One will run from Catoctin Circle SE to South King Street. Phase Two will move forward at a later date following additional investigation and public outreach. The project was originally planned to extend from Catoctin Circle SE (near the car wash) to Catoctin Circle SW (near Loudoun County High School).
