Veterans Park at Balls Bluff project information from Fiscal Year 2026 Budget (Project No. 21203)

Project Description: This project provides for the development of a town park on property located adjacent to the Potomac River in northeast Leesburg. The park property was acquired in 2001 for park use. The first phase will include a 3/4 mile, two-lane park access road from Balls Bluff Road to the Potomac River, parking facilities, an accessible boat ramp, and other related improvements. The second phase, to be completed in Fall 2029, will include roadway upgrades, additional parking, picnic pavilion, upgrade to the existing silos, and trail improvements.

• Design Engineer: Alpha Construction and Engineering Corp.
• Contractor - Madigan Construction Inc.

Project Updates: As of June 11, 2026 - The contractor has completed the roadway excavation for the new tie-in and has placed the stone base at the park entrance. They continue to make progress on stormwater management pond installation, roadway grading and reinforcing sediment controls to maintain compliance with Department of Environmental Quality (DEQ) requirements. Additional work underway includes preparing the parking area near the boat ramp and cutting the trail that will connect the parking lot to the ramp.

The final completion date for phase one of this project has been extended to late summer 2026.  This extension was granted due to time lost from adverse weather conditions experienced since the start of construction in June 2025.

As a continued reminder, this remains an active construction zone. There is heavy machinery in operation, potential for falling debris, and uneven ground conditions. Public access to the restricted construction area is strictly prohibited due to significant safety risks. ‘No Trespassing’ signs have been placed at all trail access points. For your safety, please do not remove or tamper with construction safety or silt fencing to enter the site.
