Project Description: This project provides for the development of a town park on property located adjacent to the Potomac River in northeast Leesburg. The park property was acquired in 2001 for park use. The first phase will include a 3/4 mile, two-lane park access road from Balls Bluff Road to the Potomac River, parking facilities, an accessible boat ramp, and other related improvements. The second phase, to be completed in Fall 2029, will include roadway upgrades, additional parking, picnic pavilion, upgrade to the existing silos, and trail improvements.

Project Timeline: 

• December 2000:  Property acquired
• September 2002:  Park master plan was approved
• May 2012:  Master plan was updated
• FY 2018:  Project added to CIP
• December 2020:  Design began
• June 2021 & February 2024:  Neighborhood meetings held
• 2002, 2021 & 2024:  Traffic counts & studies conducted 
• Summer 2024:  Design was completed
• Spring 2025:  Expected start of construction

Project Updates: As of July 9, 2025 - The contractor has established a construction entrance alongside security fencing/screening. Felled trees continue to be moved further into the park property away from the neighborhood, and chipping will begin the week of July 14th (weather permitting).  Chipped material will be stockpiled on site and hauled off site later. During the haul-off process the contractor will monitor mud tracking onto residential streets and provide clean-ups as needed.

At their meeting on June 24, 2025 the Town Council adopted a resolution authorizing the acquisition by condemnation and filing of a certificate of take for a temporary construction easement for the public purpose of constructing street improvements for the Veterans Park at Balls Bluff capital improvement project.  Resolution No 2025-100 may be viewed here.
