Airport Air Traffic Control Tower project information from Fiscal Year 2027 Budget (24002)

Project Description: This project will construct a permanent air traffic control tower at the Leesburg Executive Airport. The tower is necessary for the provision of Air Traffic Control Service to control the over 100,000 (CY 2025) annual take offs and landings at the airports, and was previously provided through the Federal Aviation Administration's (FAA) remote tower program starting in 2018. This program was discontinued by the FAA in June 2023 and a temporary airport traffic control tower has been installed until the permanent tower is complete. The estimated completion schedule for the permanent tower is contingent on receiving funding from the Federal Aviation Administration (FAA) and the Virginia Department of Aviation (DOAV), who are expected to fund approximately 98% of the project cost. This project will improve sustainability in the Town through the utilization of lower power lighting and low flow water fixtures.
Project Updates: As of July 29, 2026 - Design is underway and 50% design plan submittal is under review.
Summer 2026: The Federal Aviation Administration (FAA) and Virginia Department of Aviation (DOAV) have awarded over $2 million in grants for the design of the tower. In addition, the FAA announced that it is awarding the Town $4 million in grant funds towards the construction of the Air Traffic Control Tower.
Early 2026: The FAA issued the final Finding Of No Significant Impact (FONSI) for the environmental assessment. The Notice of Availability was also reviewed and approved by the FAA. The final environmental assessment and appendices are available for view at the links below.
