Customer Service Center

Responsible for zoning enforcement and zoning inspections, manages the department's customer service front counter, answers inquiries through the department's main phone line, and provides internal and external support to staff and the public.

Engineering Review

Reviews land development applications associated with land-disturbing activities such as, but not limited to, Site Plans, Construction Drawings, Floodplain Studies, Stormwater Permitting, Lot Grading Plans, and certain Homeowner Projects, for adherence to accepted engineering design and construction practices and standards.

Historic Preservation

Responsible for the preservation and protection of Leesburg's cultural and heritage resources including the review of Certificates of Appropriateness for all exterior construction projects in the Old & Historic (H-1), Historic Corridor (H-2), and Gateway Overlay Districts.

Planning

Manages the legislative approval process for rezoning, special exception, and ordinance text amendment applications; long-range comprehensive planning, and various special projects.

Zoning

Responsible for the administration, interpretation and enforcement of land use regulations contained in the Zoning Ordinance. The division reviews and approves a variety of permits such as new construction, commercial fit-up, home improvement, signage, and temporary uses.
