Scope:
The Town of Leesburg, Virginia is requesting sealed bids from qualified contractors to construct the Evergreen Mill Road Widening project. The project consists of widening the existing two-lane road to a four-lane road with sidewalk on one side and a shared use on the other side. The work includes curb, gutter, driveway entrances, a new road entrance, above and below ground storm drainage structures, signal upgrades, pavement reconstruction, installation of conduit for undergrounding NOVEC power for a short length and conduit install for new streetlights, and other improvements.

A non-mandatory remote (virtual) pre-bid meeting will be held on Wednesday, March 25, 2026 at 11:00 am (local time). It is strongly recommended that all bidders attend this meeting to gain a thorough understanding of the project.
Bid Opening:
Bids will be publicly opened via Microsoft Teams using the eVA e-Procurement website on Tuesday, April 14, 2026 at 2:00 pm (local time). The bid opening will be livestreamed via Microsoft Teams and made available to the public.
