Leesburg, VA (July 30, 2026) – The Leesburg Town Council has established a Towing Advisory Board in an effort to promote uniformity, transparency, and fairness of towing services initiated by the Leesburg Police Department.
The Council voted to establish the Towing Advisory Board at its June 23 meeting. At its most recent business meeting on July 28, the Council held a duly advertised public hearing and approved amendments to the Town Code to codify the establishment of the board and outline its duties, membership, and meeting requirements.
The objective of the Towing Advisory Board is to determine whether a contract or a Town ordinance is the most appropriate method for regulating police-initiated towing services by the Leesburg Police Department. The Board would draft the proposed language and structure for either method, and advise the Town Council on the Board’s decision. Police-initiated towing includes any tow requested by the Leesburg Police Department in response to a call for service, including vehicle crashes, disabled vehicles, abandoned vehicles, or other incidents requiring the removal of a vehicle from the roadway.
Towing conducted on private property that is not initiated as a result of a call for service to the Leesburg Police Department is outside the scope of the Towing Advisory Board. The Board’s recommendations would apply only to police-directed towing initiated by the Leesburg Police Department and will not include towing requests made by other public safety agencies.
Board membership includes members of the Leesburg Police Department, representatives of licensed towing and recovery operators, and the general public.
