Leesburg Town Council Approves Liberty at Russell Branch Hotel and Mixed-Use Retail

Leesburg, VA (July 15, 2026) – The Leesburg Town Council has approved a rezoning and special exception application for the Liberty at Russell Branch development. A rendering of the Liberty at Russell Branch Hotel development

The vote to approve the application occurred at the Council’s July 14 meeting. The application calls for construction of a four-story hotel of up to 86,500 square feet and 56 feet in height, along with two mixed-use commercial retail buildings of up to 10,000 square feet each. The 8.5-acre property is located on Russell Branch Parkway between the Shops at Russell Branch and Village at Leesburg developments.

The approval of the special exception allows the hotel building to exceed 50 feet in height. The application calls for a height of 56 feet to the top of certain parapet screening walls.
