Leesburg, VA (July 14, 2026) – The Town of Leesburg is beginning a multi-year effort to update its Stormwater Flooding and Resilience Plan, which will help determine how and where to prioritize future projects and what additional actions the Town should take to minimize the effects of extreme weather.

The Town of Leesburg has made a considerable investment in its stormwater system over the last two decades, including major capital improvements to address system capacity. These include drainage improvements on Fort Evans Road; Edwards Ferry at Colonial Square; on Dry Mill Road, Wage Drive, and Anne Street; and the Tuscarora Creek Flood Mitigation Project.

However, during that same time period, rain events in the region have become more severe. While total annual rainfall has remained relatively stable, the Town experiences more high-intensity storms that can dump several inches of rain in a few hours. This new reality can place an increased strain on Town infrastructure.

Thanks to a grant received from the Virginia Department of Conservation and Recreation, the Town has begun work on a Stormwater Flooding and Resilience Plan to address these challenges and to plan for future enhancements. The Town’s Stormwater Master Plan was last updated in 1990.

As part of the work to update this plan, the Town will be engaging with the community to understand how Town residents and businesses are impacted by flooding to ensure the Master Plan is responsive to the issues. There are several ways the community can provide input:

• Participate in a quick, 10-minute survey via https://leesburgva.info/StormwaterSurvey. This survey will help to gauge the community's understanding of the Town’s stormwater management program and how the community interacts with stormwater.

• Utilize an interactive map tool to report instances of flooding in the Town at https://leesburgva.info/StormwaterMap. This is a great way to let the Town know about issues unique to a specific neighborhood.

• Attend an open house to learn more about flooding and stormwater issues. Town staff will be available to answer questions.

Two open houses are scheduled on Monday, July 20, and Thursday, July 23. Both will be held from 6:30 p.m. to 8:30 p.m. at Douglass Community Center’s Multipurpose Room (407 East Market Street, Leesburg).
