Peter C. Burnett Receives 2025 John W. Tolbert Jr. Environmental Achievement Award

Tolbert Award Winner Peter Burnett standing next to the mayor.Leesburg, VA (April 15, 2026) – On Tuesday, the Leesburg Town Council and Environmental Advisory Commission (EAC) Chair Deanna Burke were pleased to recognize Peter C. Burnett as the recipient of the 2025 John W. Tolbert, Jr. Environmental Achievement Award for his leadership in developing the 338 Net Zero Building. This project highlights the value of adaptive reuse by transforming an existing structure into a high-performance, energy-efficient commercial space that supports the Town’s environmental goals.

The 338 Net Zero Building is designed to produce as much energy as it consumes annually through the use of on-site solar generation and a geothermal heating and cooling system. Additional features, including high-efficiency systems and LED lighting, further reduce energy demand and operational impacts while providing a modern workspace for tenants.

“Projects like the 338 Net Zero Building show what’s possible, but they also remind us that every step toward sustainability matters,” said the Town’s Sustainability Manager Deb Moran. “Whether it’s upgrading lighting, improving energy efficiency, or exploring renewable energy, incremental actions taken by residents and businesses can collectively make a meaningful difference in reducing environmental impacts across our community.”

This project serves as a model for the community, illustrating how incremental actions, such as improving energy efficiency, incorporating renewable energy, or reusing existing materials, can collectively contribute to a more sustainable future for Leesburg.

The Tolbert award recognizes students, community groups, and individuals that conduct or participate in activities that benefit the Town’s environment. Such activities are vital to sustaining the quality and health of our community and significantly contribute to the long-term wellbeing of our Town for generations to come.
