Leesburg Police Department Releases 2026–2030 Strategic Plan

Leesburg, VA (April 7, 2026) – The Leesburg Police Department (LPD) is proud to announce the release of its 2026–2030 Strategic Plan, a forward-looking roadmap designed to guide the agency’s priorities, strengthen public safety, and enhance service to the Leesburg community over the next five years.

The Strategic Plan reflects LPD’s continued commitment to innovation, transparency, and community partnership. It outlines five key priority areas that will shape the department’s operations and future growth:

  • Technology, Data & Innovation – Modernizing systems, improving data integration, and enhancing transparency through technology-driven solutions.  
  • Public Safety & Community Well-Being – Strengthening partnerships and implementing proactive strategies to keep Leesburg safe and connected.  
  • Employee Development & Wellness – Investing in training, leadership development, and wellness initiatives to support personnel.  
  • Organizational Growth & Staffing Balance – Aligning staffing and resources to meet the needs of a growing and evolving community. 
  • Community Engagement & Trust – Strengthening relationships through meaningful engagement, transparent communication, and accountability to build and maintain public confidence.
  “As Leesburg continues to grow, our police department must evolve alongside it,” said Chief of Police Thea Pirnat. “This Strategic Plan provides a clear vision for the future—one that prioritizes innovation, supports our personnel, and strengthens our connection with the community we serve.”

Leesburg’s unique role as a regional destination—with a vibrant downtown, growing population, and significant daily activity—requires a proactive and adaptable approach to public safety. This Strategic Plan positions the department to meet those demands while continuing to deliver high-quality, community-focused policing.
