Leesburg Man Charged with Solicitation of a Minor

Leesburg, VA (April 3, 2026) – A Leesburg man has been arrested and charged in connection with multiple counts of solicitation of a minor under the age of 15.

On Thursday, April 2, 2026, at approximately 4:30 p.m., the Leesburg Police Department responded to a residence in the 700 block of Balls Bluff Road NE following a report involving an online organization that targets individuals seeking to engage in illegal activity with minors and had identified a person in Leesburg. The organization confronted the suspect at his residence, and the Leesburg Police Department was contacted.

Officers immediately initiated an investigation, which resulted in the arrest of Richard J. Solis, 29, of Leesburg.  Solis was charged with four counts of solicitation of a minor under the age of 15 and transported to the Loudoun County Adult Detention Center, where he is currently being held without bond.
