Leesburg, VA (March 11, 2026) – The Leesburg Town Council approved contracts for the purchase of Rock Spring Farm at its March 10 meeting. 
Located at 329 Loudoun Street SW off the intersection of Dry Mill Road, Rock Spring Farm is in the Town’s Old & Historic District and has been owned by the Cook family since 1899. It is considered a heritage site for the Town of Leesburg as it was the location of the original spring for the Town’s water supply and also a stop on the Marquis de Lafayette’s historic visit to Leesburg in 1825. The property is listed on the National Register of Historic Places and the Virginia Landmarks Register.
Many Leesburg residents are familiar with the property as the location of the Town’s famous sledding hill “Meadow Hill” which the Cook family has allowed sledders to use for generations.
The Council approved a purchase agreement for the 13.08-acre property in the amount of $5.75 million. Funding for the property acquisition will be split between the Town’s data center revenue and Utilities Fund. The property is intended to be used by the Town as parkland.
“The purchase of Rock Spring Farm is an exciting opportunity to preserve a signature piece of property in our Historic District that is an important piece of Leesburg’s story,” stated Mayor Kelly Burk. “I am thrilled that this land will be preserved for generations to come as a treasured Town park.”
The resolution passed by the Council also authorizes the Town Manager and Town Attorney to take the necessary steps towards the acquisition of the property. Before the sale is finalized, a public hearing will be held to approve the appropriation of funds at the Town Council’s April 14 meeting.
The resolution to approve the purchase agreement passed 3-2-2 with Vice Mayor Todd Cimino-Johnson and Council Member Nicholas Krukowski opposed and Council Members Neil Steinberg and Patrick Wilt absent.
