Free Soil Amendment Available to Leesburg Utility Customers Beginning Friday, March 6

Bags of TLC piled in a shedLeesburg, VA (March 3, 2026) – Beginning this Friday, March 6, the Town of Leesburg Utilities Department will once again be offering its organic soil amendment product known as Tuscarora Landscapers Choice (TLC). 

Rich in essential nutrients, TLC enhances soil quality and promotes healthy plant growth. It can be applied using any standard granular spreader.

The product is produced at the Town’s biosolids processing facility as part of the Water Pollution Control Division’s wastewater treatment program.

Each Friday, the Town will stock the pellet shed outside of the water pollution control facility, located at 1385 Russell Branch Parkway. The free TLC product will be available to Town utility customers in 25- and 50-pound bags, by 7 a.m., while supplies last.
