Leesburg, VA (February 2, 2026) – The Leesburg Town Council will hold a public hearing on the conversion of three downtown side street segments to one-way traffic at its Tuesday, February 10, business meeting. 
Following a comprehensive Downtown Traffic Study, the Town’s Transportation Engineer is recommending that the Council approve the conversion of the following side street segments to one-way traffic:
- Wirt Street SW between Royal Street SW and West Market Street
- Liberty Street SW between Royal Street SW and Loudoun Street SW
- Royal Street SW between South King Street and Wirt Street SW
The public is asked to share comments during the public hearing portion of the meeting, or utilize an online comment form to submit comments. In accordance with the Residential Traffic Plan, the Council will leave the written record open for at least 10 business days to receive written public comment through the close of business Wednesday, February 25.
Pending Council direction to staff, a vote to consider a Town Code amendment for the one-way street segment conversion may be scheduled for a future Council meeting.
A separate work session discussion to consider converting Loudoun and Market streets to one-way traffic direction is scheduled for the Council’s Monday, February 9, work session.
Both matters were originally scheduled for the Council’s January 26-27 meetings, which were cancelled due to the winter storm.
The public is welcome to attend both the Council’s February 9 work session and February 10 business meeting. The public has two opportunities to address Council regarding the one-way traffic discussions. Comments on the one-way side streets should be made during the public hearing on February 10. For comments on the Market Street and Loudoun Street one-way pairing, the public may speak during the petitioners section at any future Council business meeting as public comment is not accepted during work sessions.
