Leesburg, VA (September 12, 2025) – Three key projects at Leesburg Executive Airport are moving forward, following the award of contracts by the Leesburg Town Council at its September 9, 2025, meeting.
The airport’s runway will be re-paved in the summer of 2026 after Town Council authorized the Town Manager to execute more than $5 million in grant agreements with the Federal Aviation Administration (FAA) and the Virginia Department of Aviation (DOAV). The September 9 vote also awards construction and engineering services contracts for the Airport Runway Pavement Rehabilitation project to Chemung Contracting Corporation and Delta Airport Consultants, Inc., respectively.
Also at the September 9 meeting, Council approved a task order with Talbert & Bright engineering to design the airport’s Parallel Taxiway Relocation project. More than $1 million in FAA and DOAV grants will fund the design phase of this project which will rebuild the airport’s main taxiway in a location meeting FAA requirements. Construction on that project is scheduled to begin in 2028.
In a separate action, the Town Council also authorized the execution of grant agreements with the FAA and DOAV for engineering design services for the Airport Air Traffic Control Tower project. The vote also awards an engineering design services contract for the project to EXP U.S. Services Inc. and approves a Fiscal Year 2026 supplemental appropriation for the project.
This project will construct a permanent air traffic control tower at Leesburg Executive Airport. Since the remote tower program ended in June 2023, a temporary mobile air traffic control trailer has operated at the airport. The design phase for the permanent tower project is expected to take two years.
Approximately 99% of design and construction costs for airport projects are anticipated to be funded by the FAA and DOAV.
