Leesburg Town Council Adopts Painted Crosswalk Policy

Leesburg, VA (September 10, 2025)  The Leesburg Town Council has adopted a townwide crosswalk policy.

The adopted policy allows an individual or organization to apply to paint a crosswalk for awareness or artistic purposes. A proposal for a painted crosswalk must be submitted to the Town Manager a minimum of 120 days in advance of a proposed crosswalk painting installation.

Town staff will review the proposal to ensure it complies with specific criteria and will provide an estimate of anticipated installation cost. The organizer of the painted crosswalk will be responsible for all costs, including materials, and staff time for traffic control during installation and removal. Ultimately, the approval of any proposed painted crosswalk installation resides with the Town Council, with all proposals discussed at a Council work session prior to a vote at a Council business meeting.

Painted crosswalk installations may remain in place up to 120 days.

The adopted policy also establishes locations within Town that are available for crosswalk paintings. The Council may consider additional locations if they meet the established criteria.

The policy will remain in place for one year, at which time Town staff will return to the Town Council with an update on the program.

The policy was adopted at the Council’s September 9, 2025, meeting. The adopted policy will be available online at www.leesburgva.gov/government/mayor-council/awareness-display-request in the coming week.
