TLSE-2017-0003 and TLSV-2018-0001 Leesburg Cottages






Pursuant to Sections 15.2-1427, 15.2-2204, 15.2-2205 and 15.2-2285 of the Code of Virginia, 1950, as amended, the Leesburg Planning Commission will hold a public hearing on Thursday, September 6, 2018 at 7:00 p.m. in the Town Council Chambers, 25 West Market Street, Leesburg, Virginia 20176, to consider Special Exception application TLSE-2017-0003, HHHunt (Leesburg Cottages).


The subject property consists of two parcels that collectively comprise 5.52 acres owned by Ann Phillips McClain, et al, and is generally located east of Morven Park Road NW, north of West Market Street, and south of Ayrlee Avenue NW in Leesburg, VA. The property is zoned R-4, Single Family Residential District, is located within the H-1 Overlay Old and Historic District, and is further described as Loudoun County Parcel Identification Numbers (PIN) 230-16-1059 and 230-16-2528.


Special Exception Application TLSE-2017-0003 is a request by HHHunt Corporation for a Special Exception to allow two (2) Assisted Living Residences and one (1) additional principal structure for office and storage. Each proposed residential building will be approximately 14,150 square feet (approximately 28,300 SF for both buildings) and is proposed for 24 beds per building (maximum of 48 beds for both buildings), as well as administrative offices. An additional principal structure is proposed on the site which is approximately 1,600 SF, and will be used for office and storage. The total square footage of the proposed buildings for the site is approximately 29,900 SF. In addition, the Applicant is requesting two (2) modifications per Town of Leesburg Zoning Ordinance (TLZO) Section 3.4.13, Compliance with Use Standards, as follows:


  • Modification of TLZO Sec. 9.3.1.B Assisted Living Residences, Maximum Density. Request for a modification to allow for up to 48 beds on the 5.52-acre Property. Ordinance allows up to 40 beds in the R-4 Zoning category.
  • Modification of TLZO Sec. 9.3.1.I Assisted Living Residences, Road Frontage Classification. Request for a modification to allow for an Assisted Living Residence to be approved with access on to a road which is not a collector road or a road with a high Town Plan transportation functional classification.

Variation Request TLSV-2018-0001 is a request by HHHunt Corporation for a variation from Section 4.02(g) of the Subdivision and Land Development Regulations (SLDR) pertaining to required road frontage improvements along Morven Park Road. The variation is to waive the requirement that a development provide road frontage improvements as specified within the SLDR. Request is related to timing with a Town Capital Improvement project along Morven Park Road.
