NOTICE OF PLANNING COMMISSION PUBLIC HEARING
TO CONSIDER TOWN PLAN AMENDMENT TLTA-2015-0002 AND REZONING APPLICATION TLZM-2015-0010
RIVER CREEK VILLAGE
Pursuant to Sections 15.2-1427, 15.2-2204, 15.2-2205 and 15.2-2285 of the Code of Virginia, 1950, as amended, the Leesburg Planning Commission will hold a public hearing on Thursday, April 19, 2017 at 7:00 p.m. in the Town Council Chambers, 25 West Market Street, Leesburg, Virginia 20176, to consider Town Plan Amendment application TLTA-2015-0002 and Rezoning application TLZM-2015-0010, River Creek Village.
The subject property is an existing 13.76 acre parcel located at on the north side of Edwards Ferry Road between Battlefield Parkway and the Leesburg Bypass (Routes 7 and 15). The parcel is located between the existing Costco and the Edwards Landing Subdivision. The parcel is zoned B-3, Community Retail/Commercial and is further described as Loudoun County Parcel Identification Number (PIN) 147-35-8896. The Town Plan designates this property as Community Office.
Town Plan Amendment Application TLTA-2015-0002 would amend Chapter 6 of the Town Plan to allow residential use on the subject property. The Town Plan currently designates this property as “Community Office” on the Land Use Policy Map with a recommended density of up to .60 FAR (Floor Area Ratio). The proposed amendment would add language to Chapter 6, Objective 3 of the Northeast Planning Area Objectives that allows residential development on the subject property with substantial buffer areas to create a more appropriate transition.
Rezoning Application TLZM-2015-0010 is a request by River Creek Village, LLC to rezone the subject property from B-3, Community Retail/Commercial to PRN, Planned Residential Neighborhood. The proposal would allow 64 single-family attached residential units. The Town Plan designates this property as “Community Office” on the Land Use Policy Map with a recommended density of up to .60 FAR (Floor Area Ratio) and does not provide recommended densities for residential uses.
