TO CONSIDER REZONING APPLICATION TLZM-2017-0001,
VILLAGE AT LEESBURG – PAD X
Pursuant to Sections 15.2-1427, 15.2-2204, 15.2-2205 and 15.2-2285 of the Code of Virginia, 1950, as amended, the Leesburg Planning Commission will hold a public hearing on Thursday, January 4, 2018 at 7:00 p.m. in the Town Council Chambers, 25 West Market Street, Leesburg, Virginia 20176, to consider rezoning application TLZM-2017-0001, Village at Leesburg – Pad X.
The subject property is a 57.2 acre portion of the Village at Leesburg, 1686 Russell Branch Parkway, SE. The parcel is zoned B-4, Mixed-Use Business and PRC, Planned Residential Community, and is further described as Loudoun County Parcel Identification Number (PIN) 149-28-0225-025.
Rezoning Application TLZM-2017-0001 is a request by the Applicant, Rappaport Companies, for a Zoning Concept Plan Amendment and Proffer Amendment to amend the previously approved proffers and concept plan for TLZM-2017-0001. The proposal would replace the currently approved 55,440 square foot office building with a 60 unit multi-family residential building on the currently vacant Pad X (building X) site. The Town Plan designates this property as “Regional Office” on the Land Use Policy Map with a recommended density between 0.35 and 1.0 FAR (Floor Area Ratio). The proposed removal of office will reduce the FAR in the PRC zoned portion of the property to 0.15. The Town Plan does not recommend a maximum density for residential use in the Regional Office category. The proposed density in the PRC district is 22.5 dwelling units per Acre.
