Water and sewer connection fees and availability fees are two different fees and cover the cost of different aspects of a developer’s water and sewer connection to the Town’s utility system.
Availability fees are a capital cost recovery method for purchase of capacity in the Town’s water treatment and sewer treatment facilities required to serve new connections.
The Town of Leesburg’s current availability fees effective July 1, 2007 are as follows:

The following are usage class characteristics currently used to determine the water and sewer availability fees for common commercial uses:
- Retail Use – 36 gpd/1,000 square feet multiplied by the current availability rate
- Office Use – 33 gpd/1,000 square feet multiplied by the current availability rate
- Restaurant Use – Full Service, 10 gpd/seat/meal multiplied by current availability rate
- Restaurant Use – Fast Food, 8 gpd/seat/meal multiplied by current availability rate
- Deli/Carry-out – 30 gpd/1,000 square feet multiplied by current availability rate
Other commercial uses are calculated based on similar use.
