Zoning & Land UseThe Department of Planning, Zoning & Development assists the Council in developing policy for the orderly growth and development of the town and enforces the adopted land use and zoning regulations. There are three divisions within the department: Comprehensive Planning maintains a current and viable Town Plan; Current planning reviews subdivision plats, development plans, boundary line adjustments and boundary line vacations for compliance with town regulations; and Zoning processes rezoning and special exception applications, zoning permits for new construction, additions, accessory structures, interior alterations, pools, etc. The department also issues sign permits, temporary use permits, home occupation permits and trailer permits. Staff also signs off on town business licenses and certificates of occupancy issued by Loudoun County.

The Planning and Zoning staff provides inspections on construction sites, ordinance violations, bond processing/release and tree preservation in order to ensure that development conforms with town regulations and to ensure protection of public health, safety and general welfare.

In addition department staff provides support to the Planning Commission, Board of Architectural Review, Board of Zoning Appeals, Tree Commission, Environmental Advisory Commission, Leesburg Watershed Committee, and the Annexation Area Development Policies (AADP) Committee.
