Kristen C. Umstattd, Mayor

Kristen C. Umstattd was first elected to the Leesburg Town Council in 1992. She was named Vice Mayor in 2000 and was first elected Mayor in 2002. She graduated magna cum laude and Phi Beta Kappa from Yale University with a B.A. in Russian and East European Studies. She holds a J.D. from Yale Law School and a Certificate in Chinese Studies from Cheng-chi University in Taiwan. Mayor Umstattd is the Council's liaison to the Leesburg Planning Commission

Mayor Umstattd is a native of Philadelphia, Pennsylvania. She moved to Virginia in 1981, while on active duty as a lieutenant in the U.S. Naval Reserve. After working as a naval analyst with the Central Intelligence Agency, she and her husband, Charles K. Moss, moved to Leesburg in 1987 and have been practicing law together ever since. Their daughter, Kendrick, is a student in the Loudoun County Public Schools.

David S. Butler, Vice Mayor

Dave Butler was a member of the Leesburg Planning Commission, Utility Rate Advisory Committee and Standing Residential Traffic Committee prior to his election to Council in 2008. He also chaired the SE/SW Trails Committee during the summer and fall of 2006. He holds a B.S. degree in Electrical Engineering from Clarkson University and a M.S. degree in Manufacturing Engineering from Syracuse University. He currently serves on, or is Council's liaison to, the following:
From 2007 to 2009 Council Member Butler was the Senior Warden for St. Gabriel's Church in Leesburg, and was instrumental in the expansion of the Alternative Gift Fair in Loudoun County. He also enjoys reading for Head Start and fixing homes for Christmas in April.
He previously served as council liaison to the Leesburg Technology and Communication Commission. He was appointed Vice-Mayor in January 2013.
Council Member Butler is a native of Oswego, NY right on Lake Ontario. After too many snowy winters, he moved to Leesburg in early 2002. He is the Chief Security Officer for National Electronics Warranty in Sterling, VA. He is married to Pamela Butler, President of Loudoun Lyric Opera, and has two sons, Alex and Daniel.

Kelly Burk, Council Member

Kelly Burk was most recently elected to the Leesburg Town Council in the April 2012 Special Election. Kelly previously served on Town Council from 2004 to 2007. In November 2007, Kelly was elected to represent the Leesburg District on the Loudoun County Board of Supervisors. She served on the Board from 2008 through 2011. During her tenure with Loudoun County, she chaired the Board's Transportation and Land Use Committee.
She is currently the Council's liaison to the Economic Development Commission and the Standing Residential Traffic Committee.
A Leesburg resident since 1979, Kelly is a special education teacher at Blue Ridge Middle School. She holds a Bachelor's Degree in Education from George Washington University and a Master's Degree in Middle School Curriculum and Instruction from Virgina Tech.

Thomas S. Dunn, II, Council Member

Tom Dunn served on the Leesburg Planning Commission prior to being elected to Council in 2008. He holds a B.S. degree in Social Studies from Mary Washington College in Fredricksburg. He currently serves on, or is Council's liaison to the following:
Council Member Dunn is also a previous member of the Leesburg Economic Development Commission. He previously served as the council liaison to the Leesburg Thomas Balch Library Commission and the Board of Architectural Review.

Katie Sheldon Hammler, Council Member

Katie Sheldon Hammler served on the Leesburg Economic Development Commission prior to her first election to Council in 2004. She served as Vice Mayor from July 2008 to June 2010. A former Captain in the U.S. Army Reserves, she earned her B.A. in International Relations from Brown University (R.O.T.C. scholarship), and an MBA in Information Systems Management from The George Washington University where she graduated Beta Gamma Sigma. She is also a 2004 graduate of the Virginia Certified Planning Commissioner's Program (VCPA).
In October 2013, Council Member Hammler was elected an At-Large Officer of VML's Executive Committee, for a three-year term. She previously served as the chair of the Virginia Municipal League's (VML) Town Section from 2011-2013. In addition, she currently serves on, or is Council's liaison to the following:
Council Member Hammler is a past Council liaison to the former Leesburg Cable Television Advisory Commission, the Thomas Balch Library Advisory Commission and the Leesburg Parks & Recreation Commission. She is a former Chair of VML's Community and Economic Development Committee and a former member of VML's Legislative Committee.
In the private sector, Council Member Hammler is President & CEO of KSH Technology Solutions, LLC, a Woman-Owned/Veteran-Owned Small Business (WOSB/VOSB). She and her husband Rich have been residents of Leesburg for 18 years. They have two children, Kathryn and John.
Council Member Hammler serves on the board of the Loudoun Free Clinic and formerly served on the boards of the Loudoun Convention and Visitors Association (LCVA) and the Loudoun Abused Women's Shelter (LAWS). She is an avid runner and tennis player, and also has coached Leesburg Girls' Softball.

Fernando "Marty" Martinez, Council Member

Marty Martinez was elected to his first term on Town Council in May 2002 and served as Vice Mayor from July 2004 to June 2006. He earned his B.S. degrees in Economics and Computer Science from Portland State University. He currently serves on, or is Council's liaison to the following:
Council Member Martinez previously served as Council's liaison to the Leesburg Thomas Balch Library Commission, Leesburg Economic Development Commission, the former Leesburg Information Technology Commission, the former Leesburg Cable Television Advisory Commission and the Leesburg Commission on Public Art. Before his election to Council, he served on the Loudoun County Parks and Recreation Commission as well as the Loudoun County Community Services Advisory Board. Council Member Martinez also co-chaired the 2009 Keep Leesburg Beautiful event held in April.
Originally from California, Council Member Martinez proudly served his country in the United States Air Force for over seven years. He has resided in the Town of Leesburg with his wife Doris and children since 1993 and is currently an Associate with the consulting firm Booz, Allen, Hamilton. He is active in the community, participating and coaching several youth and adult sports leagues and previously serving as a Den Leader for Boy and Girl Scouts. He has served as President and member of several school organizations and helped to co-found the Boys and Girls Club of Loudoun County and La Voz, a Hispanic Advocacy Group.

Kevin D. Wright, Council Member

Kevin Wright was a member and chairman of the Leesburg Planning Commission prior to his election to Council in 2006. He currently serves on, or is Council's liaison to the following:
Council Member Wright previously served as Council's liaison to the Leesburg Parks and Recreation Commission and the Leesburg Planning Commission, and served as Vice Mayor from 2010-2012. His activity in the community includes previously serving as a youth soccer referee, former member of the Leesburg Downtown Business Association and former board member of Leesburg Renaissance.
A lifelong resident of Loudoun County, Council Member Wright has resided in the Town of Leesburg for over 20 years with his wife Dena and daughter Katelyn. He is currently a Project Manager for Cisco.
