Board of Architectural Review (BAR)

About the Board of Architectural Review:
Board of Architectural ReviewThe BAR consists of seven members appointed by the Town Council. The BAR’s primary responsibility is to review applications for Certificates of Appropriateness (COAs) for projects in the Old and Historic District (map) and H-2 Corridor. The BAR reviews applications for projects ranging from small garages and sheds to residential additions and multi-building commercial developments. Members are appointed for their interest in the Town’s history and historic resources, and in many cases, because of relevant professional expertise. With backgrounds in architecture, real estate, historic preservation, construction, building conservation and the law, the BAR is well-qualified to review and approve projects and to advise the Town Council on preservation issues. Representatives from the Planning Commission and Town Council also serve on the BAR, as non-voting members.

Special Notice

Due to inclement weather, the Town of Leesburg offices are closed and the March 17, 2014 Board of Architectural Review Meeting Cancelled.  Scheduled public hearings have been moved to the April 9, 2014 BAR Work Session.



Unless otherwise noted on the 2014 Meeting Schedule, the BAR holds a regular business meeting on the 3rd Monday of each month at 7pm in the Council Chamber on the 2nd floor of Town Hall.  Depending upon the applications received each month, the BAR will hold work sessions on the 1st Monday of each month, also at 7pm in the Council Chamber.  All meetings are broadcast on the Town's Local Government Access Cable Channel (Comcast Government Channel 67 and Verizon Channel 35).

Please note that if there is a conflict with another meeting in the Council Chamber, meetings are held in the lower level conference room at Town Hall.

About the Design Review Process 
Planning and Zoning Department staff assist applicants and BAR members throughout the design review process. Staff administratively approves applications for installing or replacing fences, paving driveways, adding landscape lighting, or changing an exterior paint color scheme. For larger projects, staff members work with applicants through the BAR review process to obtain the necessary permits. For information about the permitting process for signs, exterior alterations, new construction or relocation of structures, please contact Christopher Murphy, Zoning Administrator, at 703-771-2765 to discuss your project.
