This is accomplished by enhancing Leesburg’s special character, anticipating changing community needs, and facilitating the development of policies to ensure stewardship of the Town’s natural and built environments. Planning and Zoning staff is responsible for providing administrative and technical service to the public, as well as strategic support to the governing bodies that make decisions about Leesburg’s land use.
Leesburg Town Council Approves Oaklawn at Stratford Rezoning
On August 12, 2014 The Leesburg Town Council approved the Oaklawn at Stratford Rezoning application. This approval allowed for a revision in the transportation and development phasing plan regarding unbuilt portions of Hope Parkway, Amended permitted uses, Relocated permitted uses and allowed flexibility in the siting for the proposed hotel use.

2014-2015 Strategic Plan
The Department of Planning & Zoning has published its Strategic Plan for 2014-2015. This plan acknowledges the accomplishments made in the past several years while setting goals and action times for the year to come.
Leesburg Debuts Web-Based "Leesburg Launch Pad" to Assist New and Expanding Businesses
The Town of Leesburg recently unveiled a new web-based program that provides a one-stop information center for businesses looking to open or expand in Leesburg. The new Leesburg Launch Pad (www.leesburgva.gov/launchpad) was developed in-house as a joint effort of the Departments of Economic Development, Finance, Planning & Zoning and Utilities.
In recent years, the Town has implemented land development process improvements which have provided a more predictable and efficient approval process for property owners and developers looking to invest in Leesburg. The Leesburg Launch Pad uses this same logic by allowing entrepreneurs to research locations, zoning regulations, land development approval processes, available business resources, taxes and fees, and to submit questions to staff with just a few clicks of a mouse.
Proposed Zoning Ordinance Amendment to Allow Tents as Accessory to Restaurants in B-1 District and Amend Setback Requirements for HVAC Equipment
The Leesburg Town Council held a public hearing on March 25, 2014 to consider these amendments. The proposed amendments to amend setback requirements for HVAC Equipment were adopted while the proposed amendment regarding tents was continued to the September 23, 2014 Town Council meeting.
